My take on it is this: if closing the door or curtain is going to require effort, some guys aren't going to put in the effort. It's spacious, has a bench to put my foot on and lacks a door. I've started showering in the handicapped shower. The size of the side walls was meant to provide a little privacy, but with a door the cubicle is way too small, guys are constantly bumping it open with their elbow by mistake. While I'm not the guy who blow dries my balls at the hand drier, I will admit that I do make a point to not appear too shy or embarrassed.
Mostly, I imagine they just don't give a fuck. I'm sure there are some guys who are showing off, right after a workout they're all pumped up, they feel good about themselves.
Or maybe a guy is hoping g to attract your attention. From time to time you might run into that guy who is creepy and soaping his crotch way too thoroughly.
